
PROJECT DESCRIPTION
The CROSS-MOVE project – Cross-border sustainable mobility efforts in the South Adriatic area- supports small and medium-sized municipalities in developing their Sustainable Urban Mobility Plan (SUMPs) while piloting smart, innovative, climate-resilient mobility solutions aimed at reducing CO₂ emissions. Its added value is the design of a tailored cross-border SUMP for the South-Adriatic area, to enhance connectivity between Italy, Albania, and Montenegro and advance EU 2050 climate targets.
Funded by the Interreg IPA South Adriatic Programme 2021-2027, the project aims to foster a more connected South Adriatic area by enhancing mobility and regional connectivity. To this end, CROSS-MOVE is framed within the Programme Priority Axis A3 (A more connected South Adriatic programme area by enhancing mobility and regional connectivity) and Specific Objective 3.1, which focuses on developing sustainable, climate-resilient, intelligent, and intermodal mobility systems at national, regional, and local levels, including improved access to the TEN-T and cross-border mobility, through joint cross-border actions.
The project is based on a strategic partnership that includes small municipalities from the Programme area: the Municipality of Mola di Bari (Puglia, Italy) as Lead Partner, the Municipality of Korça (Albania), the Municipality of Bojano (Molise, Italy), and the Limited Liability Company Komunalno/Komunale of Tuzi (Montenegro), the municipal company responsible for urban services in the Municipality of Tuzi.
By fostering a common pathway, the project aims to support these municipalities in developing, updating, and implementing their Sustainable Urban Mobility Plans (SUMPs), which are key strategic tools that enable local authorities to design integrated, efficient, and environmentally friendly transport systems, particularly in contexts characterized by limited financial and technical resources and fragmented mobility networks. At the same time, CROSS-MOVE seeks to identify and test sustainable, climate-resilient mobility solutions tailored to local needs: to this aim, the assessment of mobility needs across partner territories will guide the identification of innovative solutions to be integrated into SUMPs and replicated in areas facing similar challenges, contributing to the creation of a catalogue of transferable best practices beyond the project area. Particular importance will be given to engaging local communities through awareness-raising initiatives, fostering active participation in sustainable mobility as a key issue directly affecting citizens.
